As of 2015-03, this copr is deprecated: On Fedora 21: try f21-biber-1.8 or wait for it to be added to Fedora. On Fedora 20 and older, try biber 1.8 instead. biber-1.9 is not supported on Fedora yet as noted in this issue. Biber is a BibTeX replacement for users of biblatex, with full Unicode support. More information at the biber website and github. I plan to update this copr based on upstream. If you need a more stable version, see http://copr.fedoraproject.org/coprs/cbm/biber-1.8. These rpm packages are based on the work of Mary Ellen Foster.
